Dr. Charles Lowney is an Osteopathic Physician board certified in Family Medicine since 1966 and was one of the founders of the College of Osteopathic Medicine at the University of New England in 1976. He is a graduate of Philadelphia College of Osteopathic Medicine and completed his Internship in Family Medicine at Massachusetts Osteopathic Hospital in Boston. Read More
Dr. Jeremiah Lowney
Dr. "Jay" is an Osteopathic Physician certified in Internal Medicine by the American Board of Internal Medicine since 1998. He is a graduate of the University of New England College of Osteopathic Medicine in 1994 and completed his Internship and Residency in Internal Medicine at St. Elizabeth Medical Center in Boston in 1997. Dr. Lowney is a member of the Massachusetts Medical Society and the American College of Physicians. He is also a member of the American Academy of Medical Acupuncture.
Dr. Michael P. Lowney
Dr. "Mike" is also a primary care physician specializing in osteopathic medicine. He received his osteopathic medicine degree and completed a fellowship in osteopathic manipulative medicine at the Philadelphia College of Osteopathic Medicine. Dr. Mike completed his residency in family medicine at the University of Massachusetts Medical School. He is a member of several professional societies including the American Osteopathic Association, American Medical Association, American Academy of Family Medicine and the Massachusetts Medical Society. Dr. Mike has a more holistic approach to medicine.
Susan Judge Burns, NP-C
Susan is a very highly skilled and attentive provider. She has the ultimate skill in patient care, and excellent communication skills required for top notch performance. Susan has tremendous respect and empathy, which enables her to always explain things in a way that the patients can relate to and understand. She effortlessly builds a trusting patient-provider relationship, which is something all can appreciate.
Jessica Santiccioli, NP-C
Jessica is the newest addition to our Lowneymed family! Jessica is a Board Certified Family Nurse Practitioner who believes that the best patient outcomes come through encompassing the holistic health of the patient, taking into account the full scope of a patient’s life, including social and economic circumstances. She tries to meet patients where they are to determine realistic and attainable healthcare goals. She believes that patients are their own best healers, when given the right education and tools, and aims to empower patients in each encounter. We are thrilled to have Jessica join our team of outstanding providers!

Irene Esdale Lowney
Irene is Dr. Charles' daughter, and Dr. Jay and Dr. Michael's sister. Irene is responsible for making sure that the administrative aspects of the office run smoothly. Irene is a highly efficient and diligent office manager trained by the best manager there ever was, her mother, the late Irene Lowney. Irene’s compassion and enthusiasm for delivering excellent care to our patients show in her commitment to the practice and her caring and motivating ways with our staff members. She has strong organizational skills and excellent attention to detail and addresses all medical matters with a big heart, a caring attitude, and a genuine smile. She is the best!
Billing Manager
Luz Martinez
Luz is Lowney Medical's expert on all insurance and billing information. Apart from being our Billing Manager, Luz is a caring, compassionate woman with a wonderful family. She has been an important part of the Lowney Medical Associates for decades and is most definitely considered part of the family!

MacKenzie Lowney
She is currently working her way to becoming a Nurse Practitioner in San Diego, and we are very proud of her! MacKenzie is a true joy. She is Dr. Jay’s daughter and has been working at Lowney Medical for many years carrying various duties! Currently, McKenzie just recently graduated from nursing school, and is officially our Lowney Medical Nurse! A huge congratulations to MacKenzie! Here at Lowney Medical MacKenzie assists our Physicians and Nurse Practitioners with her beautiful smile and caring nature. She helps patients in any way possible.

Grace Perry
Grace is a compassionate Medical Assistant here at Lowney Medical. All who meet Grace appreciate her kind demeanor, and her sincere efforts in all areas of patient care. She goes above and beyond to accommodate all patient needs, and we are grateful to have such a wonderful person on our team! Grace is currently attending Columbia University getting her masters in Bioethics. We are so proud of her!
Biljana Salemis
"Billie" is a friendly kind and extremely caring medical assistant at Lowney Medical who always greets everyone with a warm smile. Billie began at Lowney Medical as a student, and she is continuing her education in the medical field to pursue a profession as a nurse practitioner.

Shaina “Shy” is an attentive, energetic and caring Medical Assistant! Her genuine, kind efforts not only apply to our patients, but also to our entire Lowney Medical family! Shy also speaks creole, and assists our patients with communication when needed. She is wonderful!
Tissa Hernandez
Tissa is a very compassionate and thoughtful Medical Assistant. She goes out of her way to make sure our patient’s experience with the provider is seamless, from start to finish. Evelyn is a wonderful Receptionist! She is a warm and kind person and goes above and beyond for our patients. Evelyn has great listening skills From check-in to check out her sweet nature and diligent skills shine. Evelyn is also one of our wonderful Spanish translators and communicates with our patients in a very compassionate manner.
